Position:               Compliance Analyst

Purpose of Classification:

Manages all compliance sampling for Lead and Copper, TTHM’s, UCMR’s, PF-29, and any other compliance sampling necessary. Partners with other CCWA departments and staff to update records for all sampling for Lead and Copper.

Essential Functions:

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Drops off/collects compliance tier lead & copper samples from the distribution system. Drops off/collects school and daycare lead & copper samples. Establishes point of contact relations with school and daycare staff to help with sampling. Works with homeowners to develop proactive communication/training on how to collect a 5L sample. Being flexible to work different shifts of hours to ensure all collection is complete for compliance requirements.

Creates a work schedule that allows for all lead and copper work to be completed on time with as little as possible impact on the public. Incumbent must adjust to different work hours, across multiple shifts, in order to meet sampling requirements.

Manages all related lead and copper sampling in the distribution system with limited help from other lab staff.

Partners with D&C and Engineering departments/staff to update sampling plans and sample sites as they change. Works with Communications department on public communication with customers, schools, and daycares.

Manages the collection/analysis of compliance water quality parameters sites for the Lead & Copper rule. Also, adds new sites when required by GA EPD under the new compliance rules.

In the absence of the Lab Manager, serves as the point of contact/lead on compliance related meetings and duties. Works with Lab Manager to develop budgets and work within CCWA’s ERP.

Completes data entry on lead and copper results. Assists in the communication with GA EPD when needed about lead and copper related questions or results.

Manages collection/shipping of other chemical compliance testing requirement such as TTHMs/HAA5s, UCMR 5, PFOS, CEC, Nitrate, VOC, IOC, Chlorites, etc. as needed with little to no help from other lab staff.

Completes data entry on compliance chemical testing results from GA EPD, US EPA, or other 3rd party labs. Assists in the communication with agencies or outside labs with any of the chemical testing requirements when needed.

Assist in the cost comparison of 3rd party chemical testing cost and getting new quotes or adjustments to the sampling projects when needed.

Adjusts the current PF-29 screening sampling as needed.

Provides assistance with the planning preparations of future drinking water regulations such as PF-29, TTHMs/HAA5s, UCMR5, UCMR6, etc.

Submits monthly/annual reports to GA EPD and US EPA.

Perform any or all other lab duties/tasks when asked as needed.

Minimum Qualifications:

Education: Requires a Bachelor’s degree with a STEM major, supplemented by 4 years of experience.

Specific License or Certification Required: Must possess and maintain a valid Georgia driver’s license. Possession and maintenance of the following State certification is required:  Water Lab Analyst- 12 months to obtain.

Specific Knowledge, Skills, or Abilities: Must have experience coordinating with other internal and external departments, stakeholders and regulatory agencies. Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all CCWA or departmental policies, practices, and procedures necessary to function effectively in the position

PAYGRADE:               18H (starts at $26.99/hour)
