Georgian Bay General Hospital (GBGH) is looking for a skilled and passionate leader to join our People and Culture team as Manager, People Services. Located in picturesque Central Ontario just 90 minutes north of Toronto, this is an opportunity to lead and inspire in a progressive and growing environment.
Reporting to the Director of People and Culture, the Manager, People Services plays an integral role in shaping how GBGH attracts, supports, retains, and engages its people—advancing talent acquisition, labour relations, and the overall employee experience across staff. Working within a complex, unionized healthcare environment, the Manager, People Services partners closely with leaders, unions, and internal stakeholders to advance GBGH’s Dedicated Team strategic priority. The role contributes directly to sustaining a culture where excellent care remains personal and meaningful for patients, staff, and the broader community.
At a time of growth and transformation—when people and culture are central to how care is delivered—the Manager, People Services will focus on advancing organization‑wide initiatives, providing strategic and trusted HR and labour relations guidance, and supporting day‑to‑day operational needs to enable teams to do their best work.\
RESPONSIBILITIES

The Manager will work closely with members of the leadership team, frontline staff, and community partners. They will lead their team in achieving GBGH’s objectives and will often be called upon to navigate complex situations and provide valued guidance to help drive results.
GBGH is finalizing the structure of this portfolio as part of ongoing organizational planning. Core responsibilities for the Manager, People Services are anticipated to include:
- Talent acquisition and recruitment
- Employee and labour relations
- Strategic HR business partnership
- Professional staff recruitment and retention
Above all, the Manager will contribute directly to ensuring excellent care at GBGH remains personal and meaningful for patients, staff, and the community.
- A university degree in human resources, health administration, business administration, or a related field, or equivalent experience.
- Five or more years of progressive human resources experience with leadership responsibilities in a complex unionized environment (healthcare, public sector, or large organization experience preferred).
- Demonstrated experience in employee and labour relations, including interpreting and administrations of collective agreements, resolving workplace issues, and building strong, trust‑based relationships with leaders, unions, and staff, to foster a positive work environment.
- Experience leading or contributing to an HR business partner function, providing solutions focused advised, coaching leaders, supporting change initiatives, and enabling effective people‑management practices.
- Proven experience leading full‑cycle talent acquisition for clinical and non‑clinical roles, including strategy development, partnering with leaders, and navigating unionized hiring processes; professional staff recruitment considered an asset.
- HR technology and analytics capability: proficiency with ATS/HRIS (e.g., UKG, Talent Pool Builder, Meditech) and the ability to use workforce and recruitment metrics to inform decisions and improve outcomes.
- Exceptional ability to communicate clearly and respectfully across all levels of the organization, facilitating discussions, and building shared understanding—even in complex or sensitive situations.
- Strong relationship‑building abilities, demonstrating empathy, integrity, and alignment with GBGH’s values and employee value proposition when engaging with staff, leaders, unions, and partners.
- Experience managing budgets and aligning resources with organizational priorities.
- CHRL designation or active progress toward certification is preferred.
- As a partially designated French-speaking organization, French verbal and written communication skills are considered an asset.

- The salary range for this role is $119,000 to $131,000 annually, plus a generous vacation allotment
